POSITION SUMMARY

The Community Service Officer (CSO) is a uniformed civilian, non-sworn employee of the Astoria Police Department. The successful CSO candidate will engage in community enrichment programs while building relationships between the Astoria Police Department and community members. Responsibilities include supporting Astoria Police Department members in non-criminal calls for service, assisting support staff, and coordinating community events that will increase engagement with citizens from diverse cultures and backgrounds. The CSO will also work closely with community groups and businesses to promote programs and events. They will be required to provide additional police presence in various areas of Astoria on foot, bicycle, or small electric car. They will also be required to write police reports as required.

The Community Service Officer will work part-time (approx. 20 hours per week) with some need for flexible hours to attend community events.

ESSENTIAL FUNCTIONS

  • Performs code enforcement duties.
  • Engages in animal control activities.
  • Responds to non-criminal citizen requests for service.
  • Perform crime prevention duties.
  • Assists support services as needed.
  • Pickup and delivery duties for the Police Department.
  • Respond to parking violations and abandoned vehicle complaints.
  • Issues parking tickets when appropriate.
  • Respond to non-criminal nuisance complaints.
  • Be a visible presence in the community; including, but not limited to, the downtown area and Astoria Riverwalk.
  • Reporting on quality of life issues such as: graffiti, garbage, illegal camping, etc.
  • Taking low level reports that do not require a sworn officer.
  • Liaison to County Homeless Liaisons.
  • Conduct surveys for the Police Department.
  • Registration of sex offenders.
  • Day to day work assignments are performed with considerable independence and some of the work is self-initiated.
  • Serve subpoenas.
  • Maintains punctual, regular and predictable attendance.
  • Works collaboratively in a team environment with a spirit of cooperation.
  • Respectfully takes direction from the supervisor.
  • Follows all safety rules and procedures established for various work areas.
  • Follows policies, procedures, and guidelines as described in the City of Astoria Personnel Manual and other documentation related to this position.
  • Other duties as assigned.

KNOWLEDGE

  • Basic knowledge of commonly used computer system and programs such as email and Microsoft Word.
  • Familiar with how to use basic office equipment such as: multi-line telephone system, printers, photocopiers, fax equipment, etc.
  • Knowledge of how to use the following tools and equipment: first-aid equipment, fire extinguisher, animal restraining devices, flashlight, etc.
  • Familiar with the locations of historical and interesting places in the area.

SKILLS

  • Excellent oral and written communication skills
  • Be able to solve practical problems, interpret instructions, complete simple addition and subtraction, copy, count and record information, understand and follow verbal and/or demonstrated instructions, write identifying information, guide people and provide basic directions.
  • Ability to learn the applicable laws, ordinances, and department rules and regulations.
  • Ability to learn the City's geography.
  • Be able to talk to strangers effectively and provide assistance and information as needed.
  • Walk and/or ride a bike for several miles during a work day.
  • Ability to operate a motor vehicle safely and efficiently.
  • Ability to maintain physical condition appropriate to perform assigned duties and responsibilities which may include walking, standing, or sitting for extended periods of time, lifting or moving equipment, supplies, and climbing stairs.
  • The employee will be exposed to sensitive and confidential information. The employee will be under the same legal and internal controls that all other department personnel are expected to abide by.
  • Ability to follow verbal and written instructions.
  • Ability to understand, apply, and explain rules and procedures.
  • Ability to act in a courteous and effective manner when dealing with the general public.
  • Ability to write in a clear and comprehensive manner.

SUPERVISORY RESPONSIBILITY

This position does not have any supervisory responsibilities.

MINIMUM QUALIFICATIONS

  1. Education: High school diploma or GED.
  2. Must be at least 18 years of age.
  3. Possession of or ability to obtain a valid Oregon Driver's License within 3 months of hire; safe driving record.
  4. No felony or job related criminal convictions.
  5. Two years of employment that includes contact with the public.

WORK ENVIRONMENT

While performing the duties of this job the employee could be working alone in an environment that includes in an office setting or outdoors. Employee frequently stands, uses a computer keyboard, uses repetitive movements, has contact with the general public and needs the ability to communicate effectively, in English, both verbally and/or in writing, with customers and the general public. Employee occasionally sits, drives motor vehicles, reaches, grasps, holds, uses eye-hand coordination, hears, talks, able to lift up to 50 lbs., and climb stairs. The employee may be exposed to temperature variations, dampness, dirt, and elevated noise levels when working outside.

SPECIAL REQUIREMENTS

Police Department employees are prohibited from using tobacco products while on duty. This is a condition of employment.

Employment will be contingent upon the successful completion of a Records Check (Criminal, Civil, Sex Offender, Motor Vehicle, Credit & Education Verification), Investigation, Psychological, Medical & Hearing Exams, Drug Screen.
