This position is responsible for planning, coordinating, and executing the upkeep and design of the exterior landscapes surrounding recreation facilities, parks, playgrounds, athletic fields, walking trails and other city owned or used streetscapes and landscapes.

This position will remain open until filled.


1. Evaluates existing parks, defines deficiencies and designs, implements or contracts for improvements to parks and facilities

2. Incorporates park planning, landscape design, and construction design principles and practices into park design and development plans. Assists in the establishment of design standards for parks, open spaces and trails. Assists in preparation of master plans for park development, including specifications for development or reconstruction of existing or future parks.

3. Designs and implements trails master plan which develops and maintains trails systems for ongoing public use.


  • Uses knowledge of principles and practices of arboriculture, tree biology, urban forestry issues, plant growth regulators, use of fertilizers, tree appraisals, hazard tree management and pruning in undertaking maintenance of plants, trees and shrubs. Knowledge of turf grass management.
  • Uses knowledge of planting and maintenance techniques for specific types of turf, soil preparation, selection and application of fertilizers, equipment to use for mowing, thatching, aeration and edging.
  • Acts as liaison and coordinator of the Community Gardens Program and Parks Volunteer Program.
  • Develops plans for and administers application of pesticides, herbicides and organic and non-organic fertilizers annually and on an as-needed basis, to conserve natural resources in parks, as well as to control invasive species and noxious weeds in accordance with State guidelines and specifications.
  • Designs, installs and maintains irrigation systems for parks.
  • Participates in the preparation and administration of the maintenance budget; prepares cost estimates, submits justifications for equipment, and monitors budget expenditures.
  • Participates in the development of goals and objectives as well as policies and procedures, and recommendations for changes and improvements to existing standards, policies, and procedures.
  • Performs general landscaping and maintenance duties as assigned by Parks Maintenance Supervisor.
  • Acts as team member with Parks and Recreation Department staff and coordinates projects with other City departments.
  • Given the nature of the department being small, backup and assistance may be requested in other areas of the department in maintenance or cemetery operations as assigned by supervisor.
  • Performs related duties as required by supervisor.
  • Maintains punctual, regular and predictable attendance.
  • Works collaboratively in a team environment with a spirit of cooperation.
  • Displays excellent communication skills including presentation and negotiation skills required in working with coworkers/public and including the ability to communicate effectively and remain calm and courteous under pressure.


This position does not have any supervisory responsibilities.

Additional progressively responsible related work experience may substitute for a degree on a year-for-year basis.


Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to read and comprehend instructions. Ability to speak effectively in one-on-one situations or with employees of the organization, including on the phone and radio system.


Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to perform ratio and proportions with pesticides rates and fertilizer applications.


Computer and associated open space and landscape design software to include Excel, Word, and Site design software Ability to communicate via email and text messaging methods through the Operation systems of a smart phone.


Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several variables in standardized situations.


Possession of a valid driver's license; safe driving record; report of criminal background check must be deemed favorable by City. Within six months from date of hire, complete application for and obtain a Commercial Driver's License, Class B with air brake endorsement, an Oregon State Pesticide Applicator license, obtain an Oregon construction landscape license all phases, low voltage wiring card approved and signed by the Parks Director or her/his designee after successfully passing the Hardscape and Irrigation sections of the construction landscape license in order to install/maintain low-voltage systems defined as Class 2 or Class 3 systems that do not exceed 30 volts and 750 volt amperes, and First Aid/CPR certifications. Within eighteen months of date of hire obtain an ISA Certified Arborist certification. Ability to learn and use a defined parks related landscape/open space software design system. Be able to obtain necessary OSHA certifications in the use of equipment required by this job.

Work is performed both indoors in office setting as well as outdoors in all weather conditions. Shifts are generally Monday through Friday but may change during the defined summer season with some limited overtime availability. May work in confined spaces and/or with hazardous materials. Walk on uneven surfaces. Engage in heavy physical labor. Must be able to occasionally lift up to 50 pounds; climb ladders; be able to inspect and perform work in positions such as standing, bending, squatting, and sitting; able to utilize the senses of sight, hearing, and touch to recognize and to accurately evaluate equipment and process conditions. Frequently required to sit, talk or hear, walk, use hands to finger, handle or feel objects, tools, or controls, bend, twist, reach with hands and arms.
